The Phelps family has applied to the
County of Monterey for a Combined Development Permit as well as the removal of
the B-8 zoning overlay. The project site has been zoned for
commercial development for over 30 years. Before the county Board
of Supervisors votes on the Phelps’ application, the County will
prepare, using independent qualified consultants, a hydrology study,
other technical studies
and an Environmental Impact Report. Once these independent analyses
of traffic, water, and other project impacts are completed, the
county will host public hearings to obtain community input. It
appears that the county’s studies may be completed by mid-2005. The public will have an opportunity to comment
on the project once the studies are complete. Updates will be published on this website.
Applications to County
1998—Phelps submit application to remove
B-8 zoning; county determines application to be complete, but never
acts.
2002—Phelps submit two new applications.
2004—County determines applications to be complete.
Environmental Review by County
Spring, 2004-2008—County initiates
preparation of an EIR, a traffic study and a hydrology study. The
EIR consultant is LSA.
Spring, 2008—County anticipates that a draft EIR (containing
the results of the traffic and hydrology studies) will be complete.
The county will hold public hearings on the Draft EIR.
Summer, 2008—County anticipates that a final EIR (containing
responses to public comments on the draft EIR) will be complete.
The county will hold public hearings on the Final EIR.
Consideration of Phelps’ Development
Applications
Fall, 2008—Once the environmental review
is complete, the county can consider whether or not to approve the
Phelps’ applications for the village project. If approved, the
county can set all conditions it determines necessary.
