The County of Monterey has hired experts to prepare an Environmental Impact
Report (EIR), a traffic study and a hydrology study to study the potential
effects of the Phelps’ proposed village. While these studies are underway,
the Phelps are reaching out to the community to educate neighbors about
exactly what is proposed and what is not. A flyer was sent out to 1,100
people who responded to the 2002 independent survey about the project, plus
300 more who have recently inquired about the project. Eric Phelps is
prepared to meet with small and large groups of neighbors to present the
proposal and answer questions. The Meadows sponsored a presentation on
October 12, 2004 attended by over 60 people. Through meetings such as these,
the Phelps hope to obtain additional community input on how to improve the
