Approaching the End of a Long Journey —
Approval of a Neighborhood Village on 11 acres at Corral De Tierra Road and SR 68

1960:
 

El Toro Area Master Plan designates corner of Corral de Tierra Road and Highway 68 for commercial use.

1970:

Bill and Nancy Phelps purchase the 11 acre site zoned for commercial development at the corner of Corral de Tierra Road and Highway 68.

1975:

The California Public Utilities Commission issues decisions to extend water and sewage service to the site. Phelps Family installs 12-inch sewer extension, and later installs an eight-inch water main and three fire hydrants.

1975:

The Phelps Family completes a project environmental impact report (EIR) in an effort to develop the 11 acre commercial property on Highway 68.  This is the first EIR completed in Monterey County.

1983:

The county adopts an updated Toro Area Plan and Land Use Map, which confirms commercial zoning for the Phelps site. 

1989:

The Phelps family begins planning for a neighborhood shopping and social center for the Corral de Tierra community.

1992:

The Monterey County Board of Supervisors places a B-8 overlay upon significant portions of the Toro Planning Area, including the Phelps property on Highway 68. 

1998:

The Phelps Family applies to remove the B-8 zoning overlay because county consultants who designed the overlay testify that the Phelps’ Project has no significant impact on groundwater.  Application determined as complete.

2002:

An independently-administered survey of area residents demonstrates strong support (78%) for the neighborhood-serving commercial center.

2002:

The Phelps family submits an application for a combined development permit for the project at Highway 68 & Corral de Tierra. In March 2004, County determines application is complete and starts environmental review of the proposed project.

2007:

The Phelps Family and the County reach a settlement agreement that outlines the applicants’ funding for a new EIR and a hydrology study and the county’s agreement to conduct the environmental and application review in a timely manner.

2010: The Toro Area Plan and County General Plan again confirms commercial zoning for the Phelps site. The county publishes a Final EIR in November 2010.
 
2012: After numerous public hearings and four site plan revisions, the county supervisors vote on February 7, 2012 to approve the Corral Village. A legal challenge filed a month later threatens to delay start of construction.
